Should my theme support widgets?

How do I customize the way it looks?

By customizing the css for the widget in your css file

Why can’t I get it to work with my theme?

The plugin makes use of the default class generated by WordPress for the pages widget – widget_pages and categories widget – widget_categories. This should be present in your theme for it to work properly.

Tested with WordPress 4.5.3. It definitely works. There’s no admin shortcode or menu configuration but it simply changes all menus into accordion style menus.
